<p>EASA has published proposed&nbsp;means of compliance with special conditions for all-electric or hybrid-electric&nbsp;VTOL aircraft in a further step towards establishing a framework for type certification.&nbsp;The envisioned requirements for the eVTOL category cover aircraft of the same size and capacity as existing CS-27 rules for small rotorcraft: nine or fewer passenger seats and a mtow of 7,000 pounds.&nbsp;Comments on the proposal are due by&nbsp;July 24.&nbsp;</p>
