<p>On April 29, 2014, the EU published regulations that set requirements for Third Country Operators (TCO) to fly in EASA airspace. On Nov. 26, 2016, those requirements become mandatory for commercial operations, including Part 135 on-demand operations. Part of the approval process is to have a state-recognized Safety Management System (SMS) in accordance with ICAO Annex 19. While TCO authorization is required for Part 135 operations, it is not required for Part 91K fractional operations</p>
