Starting Nov. 4, 2026, any passenger arriving by private or commercial aircraft arriving in the U.S. either as a connecting flight or final destination from a foreign country must submit to the CDC a signed attestation in paper or digital format confirming that the passenger has not been present in the Democratic Republic of the Congo (DRC) during the 21 days before boarding the flight. This order stems from the Ebola outbreak. From the wording of the official notice, it appears that the order does not apply to crew. The official notice, which contains the attestation form, was published a mere eight days before its effective date.
