<p>As spring weather brings a mix of rain, temperature swings, and changing conditions across North America, West Star Aviation reminds Challenger 605 operators of the importance of Service Bulletin (SB) 605-30-003 Revision 2 — Ice and Rain Protection: Take Off Safety Enhancement (TOSE), Supplemental Ground Wing Anti-Icing, Divided Parts Installation.</p>
<p>While this service bulletin is currently classified as recommended, it is already mandated by Canadian and EASA Airworthiness Directive CF-2017-007R1. Given the operational safety implications and international regulatory alignment, it is possible that the FAA could issue an Airworthiness Directive (AD) in the coming months incorporating this bulletin.</p>
<h2>Applicability</h2>
<p>SB 605-30-003 Rev 2 applies to:</p>
<ul>
<li>CL 605 aircraft serial numbers 5701 through 5990</li>
<li>Aircraft Pre-SB 605-30-001</li>
</ul>
<h2>Prerequisite Requirement</h2>
<p>SB 605-34-028 (Relocation of the Lift Dump System – LDS) must be completed prior to or at the same time as incorporation of this service bulletin.</p>
<h2>Safety Background</h2>
<p>Paragraph B of the service bulletin outlines the safety concern:</p>
<p>“A stall immediately after the take-off can occur during winter operations, because of ice contamination on the wing, when the anti-ice procedures are not obeyed.”</p>
<p>Ice or frost contamination on the wing’s leading edge during ground operations presents a significant safety risk. The Take Off Safety Enhancement (TOSE) system is specifically designed to mitigate this hazard.</p>
<h2>What the TOSE System Provides</h2>
<p>The TOSE system enhances ground anti-icing capability by:</p>
<ul>
<li>Removing and preventing ice and frost accumulation on wing leading edges prior to takeoff</li>
<li>Maintaining leading-edge temperature above freezing while staying below the maximum allowable temperature for anti-icing fluid application</li>
<li>Incorporating low heat and overheat monitoring functions to ensure system performance and safety</li>
</ul>
<p>The system ensures proper thermal control during ground operations to reduce the risk of contamination-related aerodynamic degradation during takeoff.</p>
<h2>Downtime Planning and Scheduling Considerations</h2>
<p>Although this bulletin is recommended, operators were originally given five years from its September 21, 2017, issuance to incorporate it. Many operators not governed by Canadian or EASA authority may have deferred compliance.</p>
<p>However, proactive planning is strongly encouraged.</p>
<h2>Strategic Scheduling Recommendation</h2>
<p>West Star recommends incorporating SB 605-30-003 Rev 2 in conjunction with:</p>
<ul>
<li>48-Month Repeat Inspection</li>
<li>96-Month Inspection</li>
</ul>
<p>By aligning the service bulletin with these scheduled inspections, operators can:</p>
<ul>
<li>Utilize existing interior and panel access</li>
<li>Reduce redundant labor</li>
<li>Minimize aircraft downtime</li>
<li>Lower overall incorporation costs</li>
</ul>
<p>If completed outside of a 48-, 96-, or 192-month inspection, operators should expect additional interior access labor.</p>
<h2>Man-hours and Labor Impact</h2>
<ul>
<li>Estimated labor: 405 man hours</li>
<li>Man-hour estimate does not include required interior access</li>
<li>Additional interior access can exceed 75 man hours if not combined with major inspections</li>
<li>If performed outside of a 48-, 96-, or 192-month inspection, operators can expect approximately $15,000 in additional labor costs</li>
</ul>
<p>Bombardier currently manages this bulletin under a dedicated campaign, requiring a minimum six weeks lead time for planning.</p>
<h2>Required Parts and Materials</h2>
<p>The following kits are required:</p>
<ul>
<li>650-K30-001A</li>
<li>650-K30-001B</li>
<li>650-K30-001C</li>
</ul>
<p>At this time, kit lead times are not consistently provided once ordered, making early coordination critical for effective downtime management.</p>
<h2>Why Address This Now?</h2>
<p>With winter operations underway and regulatory scrutiny increasing worldwide, this service bulletin addresses a documented takeoff safety concern. While not yet mandated by the FAA, international adoption and safety implications suggest operators should plan proactively rather than reactively.</p>
<p>Completing the bulletin during a scheduled 48- or 96-month inspection:</p>
<ul>
<li>Reduces incremental downtime</li>
<li>Mitigates additional interior access costs</li>
<li>Allows efficient use of inspection access points</li>
<li>Minimizes overall financial impact</li>
</ul>
<p>SB 605-30-003 Rev 2 is a recommended bulletin with significant winter operational safety implications for CL 605 aircraft. Although some operators have postponed compliance, incorporation alongside scheduled major inspections provides measurable savings in downtime and labor.</p>
