<p>The FAA, in cooperation with the National Park Service (NPS), has entered into a proposed voluntary agreement with commercial air tour operators concerning sightseeing flights for Golden Gate National Recreation Area and other national parks in the area. This agreement, which aims to manage tour operations over national parks to help protect their resources and the visitor experience, stems from a lawsuit and a court order that vacated the 2023 establishment of regulatory requirements for tour operators under an Air Tour Management Plan (ATMP). However, the ATMP temporarily remains in place until Feb. 28, 2026. Consequently, the agencies determined that a voluntary agreement is appropriate to comply with the end of the court’s stay. Operators have agreed to engage in the voluntary agreement process. Comments are due by Jan. 2, 2026.</p>
