Roused by two back‑to‑back crashes involving a Bombardier Learjet 45XR and a Beechcraft King Air C90A air ambulance, as well as a decade‑long string of charter and helicopter accidents, India’s Directorate General of Civil Aviation (DGCA) has issued a safety warning to the nonscheduled operator permit (NSOP) segment that signals a deepening pilot‑centric safety crisis. NSOP is the commercial charter arm covering business jets, air ambulances, tourism, and VIP flights in India.
The advisory highlighted systemic weaknesses, SOP violations, inadequate planning, training gaps, corporate pressure, and fatigue affecting pilot judgment. Operators were warned that pilot pressure would trigger regulatory action, with senior company leaders accountable.
Meanwhile, DGCA has rolled out an enforcement package that includes random cockpit voice recorder (CVR) audits, ADS‑B cross‑verification, strict flight-duty-time limitations with license suspensions, and operator‑specific safety rankings tied to pilot compliance history. Also included are surprise roster checks and pilot suspensions of up to five years.
A DGCA committee will seek input from India’s Business Aircraft Operators Association (BAOA) member‑operators flying ultra‑long‑range business jets “to rationalize flight-duty-time limitations for optimal utilization on [a] case-by-case basis,” said BAOA managing director R.K. Bali. This includes longer flight-duty periods, augmented‑crew flexibility, and fatigue‑risk‑based scheduling.
BAOA has also asked for an extension of the present 90‑minute extended diversion time operations threshold to 120 minutes, in line with global best practices for business jets under 45 tonnes, he added. “Operators flying limited-range domestic operations won’t be affected by the proposed recommendations from BAOA,” said Bali.
“Despite promises and deadlines, nothing has moved on fractional and aircraft ownership. Charter growth is outpacing infrastructure, there are few FBOs, too little general aviation parking, and no dedicated business aviation airports, leaving charter operators squeezed and safety margins thin,” said Rohit Kapur, founder of The Jet Company.
“Indian buyers often lose high‑demand preowned airplanes such as the Embraer Legacy 600/650, Bombardier Challenger 650, and 200-series Beechcraft King Airs that comprise 80% to 90% of India’s inventory. This is because escrow deposits lag 10 to 15 days, while global buyers fund within hours, making the delay India’s biggest deal‑killer,” Asia JetHQ v-p of sales Sanjeev Choudhary told AIN.
Indian business jet owners are also increasingly demanding in-flight connectivity at lower costs. For example, Gogo has been awaiting aircraft supplemental type certificate approvals from the DGCA for the Galileo satcom system, which uses the OneWeb low-Earth-orbit satellite network. This delay prevents Indian‑registered aircraft from installing these connectivity systems.
