The Royal Aeronautical Society last month published&nbsp;<a href="https://www.aerosociety.com/news/the-competency-conundrum/">“The Competency Conundrum,”</a> a thought-provoking piece by Russell Patterson. In this paper, he poses a question: “If not all flight hours are created equal, does this mean there are varying levels of competency?”
That’s a great question. Reading Patterson’s submission led me to one conclusion: we got it wrong. For decades, the aviation industry has used an ineffective measurement—total flight hours—to judge pilot competency.&nbsp;
It’s an easy argument: experience equates to a more competent pilot. It seems intuitively obvious, but that’s not always the case.
This is troubling to Patterson: “We are not asking what hours actually measure. By treating flight time as a universal proxy for competence, judgement, and resilience under pressure, we have compressed a complex, multidimensional reality into accumulated total time. In doing so, it has created a measurement problem that affects how we train, how we assess, and how we ultimately think about safety.”
Patterson cautions that “this is not an argument against experience, but rather an exploration into understanding what experience actually is.”&nbsp;
Measuring pilot competency is complex. There is a link between higher flight time and some competencies such as pattern recognition, procedural fluency, and systems knowledge. However, not all flight hours are created equal.&nbsp;
As an example, an 8,000-hour-TT long-haul airline pilot and a 3,000-hour-TT regional airline pilot will develop different capabilities. Neither profile is superior—they are simply operating in different cognitive training grounds.
Using total flight hours as a single metric is an assumption that the higher-time pilot has more experience. According to Patterson, “What we are actually measuring is time exposed to aviation environments, not the depth or variety of cognitive challenges encountered, nor their development across functional domains.”
Swedish psychologist Anders Ericsson is cited and provides some perspective: “Expertise requires deliberate practice, not only accumulated hours of participation.”&nbsp;
Research in aviation psychology, human factors, and cognitive science breaks experience into eight domains. But only one scales directly with flight hours—the others relate to operational diversity and/or require entirely different development mechanisms that may not be adopted in current aviation training programs.&nbsp;
Only technical competence relates directly to flight hours. Technical competence includes handling, the execution of procedures, and the smoothness of flows and automation of callouts and cross-checks.
Contextual variety develops through operational diversity rather than accumulated time. Each pilot develops a different contextual library based on breadth of exposure, not total flight time. The contextual library of a pilot becomes highly specialized and varied, such as multi-crew operations, mountain flying, aerobatics, international flying, etc.&nbsp;
The other domains largely involve soft skills such as cognitive adaptability, stress regulation, sense-making, relational coordination, judgement maturity, and self-awareness.&nbsp;
According to Patterson, “This eight-domain framework reveals why flight hours feel insufficient as a measurement of capability. Hours develop technical competence reliably and contextual variety through operational diversity but look at the remaining six.”
He added, “Cognitive adaptability requires exposure to ambiguity, not routine. Stress regulation needs conscious practice, not passive accumulation. Sense-making demands active hypothesis testing. Relational coordination depends on interpersonal awareness. Judgment maturity emerges from analyzing trade-offs under uncertainty. Self-awareness requires an ability to make sense of ourselves and our impact on others.”
Patterson identifies a paradox that pilots develop some of these capabilities outside of aviation training, but rather through “broader work of becoming an attentive, self-aware person.”
He noted, “The pilot who engages fully cognizant of their influence on team dynamics, who has practiced self-monitoring and stress management, who has anticipated decision-making under uncertainty, who has worked on emotional intelligence and relational skills is developing cognitive adaptability, stress regulation, sense-making, and self-awareness—even if they have never heard these terms in an aviation context.”
Patterson cautioned, “These eight domains are not equally weighted, nor should they be. Technical competence is foundational—without it, nothing else matters. You cannot compensate for the inability to fly the aircraft through exceptional self-awareness. In this sense, technical competence is necessary but insufficient.”
But the question remains: does flight time equate to competency? That is still a valid question but requires deeper thought and exploration. The current aviation systems rely on arbitrary flight hours to define many things such as regulatory requirements, training programs, hiring minimums, and insurance premiums.&nbsp;
One well-intended, and much-debated, rule change was enacted in the aftermath of Colgan Air Flight 3407. The Airline Safety and FAA Extension Act of 2010 (Public Law 111-216) included a change requiring all airline pilots to hold an ATP certificate, which effectively raised the minimum requirements for first officers from 250 hours to, in most cases, 1,500 hours TT, even though both pilots in this accident each had more than 1,500 hours.&nbsp;
In the case of the Colgan Air accident, the aircraft entered a deep aerodynamic stall and, due to an inappropriate response to a stall warning, crashed, killing all 49 occupants and one person on the ground. In this case, each pilot with 1,500+ hours had a contextual library filled with the wrong information. Total flight time would not prevent the accident—only exposure to proper upset recovery training would have prevented it.&nbsp;
While there were many other contributing factors to the Colgan accident, a “rush” to obtain 1,500 hours by instructing from the right seat of a Cessna Skyhawk does little to build on the eight-domain framework outlined by Patterson.
The paper, when read in its entirety, provides pilots and training organizations an opportunity for self-discovery. An inventory of those eight domains, looking for gaps, will provide a roadmap to improve overall pilot capabilities and safety—not only those technical competencies, but other domains that are often overlooked in aviation training programs.
